Looks like this idea has come out of mere frustration. Do you know how many people want to immigrate to the USA? Do you know how many people are waiting in line? Do you think it is correct that only EB-immigrants should be given preference? Why because USA needs all of them? While I have used "you" in the previous sentences, I don't mean just you....rather "we".
If you have time-bound path to immigration, then right now, the whole Federal Govt. and all employees will have to work only on getting the immigration files cleared. Under current circumstances, I think the current system will get you a GC faster than if they switched to "time bound" today. Do you realize, how many people will suddenly be suing the Govt. for delays? There is no country which guarantees time-bound path to PR.
While I forcefully oppose the DREAM ACT and CIR, these did not give time bound GCs but only allowed illegals to convert to legals and in time APPLY for GC if they become eligible.
Can we propose a bill which would give us - the honest, sincere, law abiding aliens - a time bound path to Green Card and Citizenship?
Political parties only talk and seem to be interested in giving illegals a time bound path to citizenship? They even introduced a "Dream Act" in favour their children. Why should we / our children be sidelined?
Can we request for a bill which would:
1.Grant GC to all EB 2 / 3 class pimary applicants who have completed 8 years of continuous stay in the USA without any criminal record.
2. Provide Citizeship to all EB primary applicants who have completed 12 years of continuous stay without any criminal record
Note:
When the primary applicant is issued a GC / Citizenship, the dependents (spouse and kids) should get the same benefit.

I am not seeing similar outrage as we saw last year.
The time to act is now.
Because many of us the green cards ..so the fire got extinguished. I am ready to write letter to Zoe. Can the following be the rough draft ? Also, does anybody have the address where it can be sent ?

Once again we wanted your help in getting the broken and unorganized process of green card streamlined. In July, 2008 USCIS announced that the people with priority dates upto June 2006 are eligible to have their I485 applications processed. When the time actually came to process them.
1. Instead of processing them according to the priority dates, they started processing them randomly (although the claim is that they process them according to received dates which is neither true not justified even if it was true) causing people who have been waiting for years(Many of them since 2003 or 2003) to not get their green card and the people who had their priority dates as late as 2006 were issued the green cards.
2. In the middle of August, they unofficially put the processing on hold (no official announcement to prevent the situation/lawsuit as the last year).
3. The customer service is totally inconsistent in giving individual answers. We get different answers at different times and most of them are either incomplete or unsatisfying. They also direct us to write letter to the service center directly which results in the response asking us to check website or call 1.800 number none of which again inform the real status of the case. In other words, it is a never ending loop.
Please help us in resolving the problem as you did last year.

I acknowledge the specific request from the reporter with regards to speaking with someone who is in the process of GC. I agree that you were doing the right thing.
Why I wrote my thoughts were to expand the scope of story collection, not just related to the above. This can help in our quest, when you present the bunch of stories to the concerned authorities. Lawmakers like Senator Sessions who was again highlighting yesterday in the SJC meeting about exemption of spouses and dependents from the GC numbers. This was so nicely explained by the Harvard Professor, that Sen Sessions could not counter at all. When Harvard Prof mentioned that as long as you have more highly skilled legal workers, it is always positive as it contributes to positive cash flow economically and not negative as compared to the undocumented. I could see Sen Sessions just gasping empty words as he could not retort this. The professors rightly put the perspective of positive economic impact with more highly skilled legal workers against the low skilled illegal workers. Here too they mentioned that if the low skilled illegal workers as they are not have a negative contribution to the economy, but when legalized this would become positive. Sen Sessions could not say anything to this, because there were reputed economists, who had a lot of background research in this area.
Now a days even Lou Dobbs seem to change his language, while being against illegal immigrants he was also against H1B (in the past), now he strongly supports Legal immigration, why? because he understands the positive economic impact a legal immigrant makes to the US economy in light of the massive offshoring and job losses. End of the day it is all a numbers game!

Dude, i dont even know who GCStatus is. If you want i can give my IP address. Dont spread false news here, saying that GCStatus and I are the same and we are sending message from Same Machine. Here is my IP Address 192.168.1.2 and I live in Pittsburgh. If you want, I can give you my I-485 receipt number for you to verify that Iam not GCStatus. Thanks for your suggestion. But the problem is its not that simple. Here is why. If the same individual create multiple IDs on IV and post using multiple IDs, one for posting derogatory comments and others that are not derogatory, we can keep mum to a point, but then it just gets too frustrating. Like in this case, madhuvj and GCStatus is the same person posting from the same machine but posting as if you are two different individuals. Hence my posts. Please stop this and email/pm us your phone number and we will start the transition process. We are sure you will do a better job than us.
You see, just like everyone else, we also have limited number of hours in a day. We can either spend our time looking at who is using multiple forum ids to post similar messages creating a false impression for other forum visitor, like the one projected in 'if i can be blunt' thread, or we can spend our time doing better things. Your actions are not helping anyone including yourself. Hope you understand.

First of all, welcome to IV!
So far there is no information about how many H1B applications have been filed under US Master's or higher quota, but there is a rumor that it may reach as early as this week (I can't provide you a source for this rumor).
There is no tracking facility provided by the USCIS, however they will issue new release if the cap is reached. Note that the USCIS has to go through all the petitions they received so far to estimate how many of those applications fall into this specific category. As of now, the USCIS is accepting new H1B petitions falling under master's quota.
You may want to re-enroll as a student at one of the universities after June'08 to maintain your status, if you can not file for new H1B this fiscal year.

You still have Eb3 to eb2 conversions, labor subs etc. So 1 lakh 485 including dependents is good for 2004 and 2005. With per country quota of 3800 + row scraps I still think a person with PD 2006 Eb2 will wait a decade to get his green card or end up at Silicon valley of India, Bangalore.

On the lighter note, if I were a judge, here's what I would do with Sheriff Joe if he was trailed:
1. Perform sex change operation on Sheriff Joe and install a womb.
2. Perform artificial insemination on Sheriff Joe using the seed of big man like Undertaker, Shaq or Khali (so that offspring is a big baby).
3. On term, shackles Sheriff Joe and make him go through the pain of giving birth. In the process don't administer epidural or perform C-Section.
4. Don't repair any damage done to his body parts after delivery.
