I think option 1 is best. We can request members to put the FOIA comment while paying. This is for IV leadership to track FOIA specific payments.
Option 2: Who ever is actually setting up the paypal account needs to be aware of tax issues. We don't want to pay 30% of our $5000 to UncleSam.

You can (and probably) should get an advice from a lawyer about any implications to your GC journey here, just so that you are prepared for it. Even the republican candidates for presidency discussed this on stage in their debates that a person cannot check legal employability of everyone they hire. Many of us hire and pay incash for yard work, house maids etc. without checking if they are allowed to work in US. It's mainly the employee's responsibility to make sure they are allowed to legally work in US. That's why EVerify is voluntary and not a compulsion yet.

While all others in the community should raise funds to support this delegation and their activities. We can form regional groups to raise funds on behalf of IV. Many of you can do that. Form groups of 5 at each region and try to arrange an Indian/Chinese movie show in your local theatre for raising funds. You can come up with better ideas than this for raising funds. This is just an idea came to my mind from my limited knowledge.

First it is Employment/Family/lottery.
Then it is eb1/2/3 and so on
Then it is country wise quota.
I mostly see people from categories eb 2 and 3 fight over this issue.
Few years back it was just eb3.
Please do not start a new category "SUBSTITUTED LABOR" .................no one wants anyone ahead of him and same applies to me as well.

If it is just a name change from maiden to married (i.e. change in surname) you don't need a court order. All you need is your marriage certificate and a notarized affidavit to change the name on the passport.

4. Once passport received with new name, use the court order and passport to change names in SSN, drivers license etc.
5. Once all of them are changed, send all copies to USCIS (New name will be applied with next stamping and for now we ll still carry old and new passports pinned togther)

- recapture 200K+ unused EB visas
- abolish per country limits on EB visas
- Increase EB visa share by 50K (now that DV is gone)
- 3 yr EADs and APs
.... Any other bright ideas invited...

Can we propose a bill which would give us - the honest, sincere, law abiding aliens - a time bound path to Green Card and Citizenship?
If you are serious about your proposal - please reach out to IV core and ask them provide the necessary guidance to take up this effort.
FYI - it's not easy to propose a bill but Sen. Jeff Sessions (R-Alabama) is your best bet. As much as you can lobby with his legislative office, you'll gain traction on your proposal. Good Luck!
